Side lights stay on - relay problem? 200 1992

I had this problem several weeks ago, but it went away on its own. Now it is back.
When the car is turned off and key out of the ignition, lights switch all the way off, the sidelights stay on. I tried swapping the headlight/sidelight switch but the problem remained. I suspect it is a stuck relay, but which one and where do I find it? The only way I can turn them off is by removing fuse #16.

    relay problem? Bulb failure relay 200 1992

    I had my bulb failure relay go out on me this week. It randomly blew the taillight fuse until finally putting a new fuse in resulted in an immediate blown fuse. I swapped out the relay with the spare I keep in the glove box and I was back on the road.

    Here is the crazy part about mine though. Before fuse 15 wasn't needed with only 16 running both sides. Once I switched the relay out I had to put a fuse in 15 to get both sides working. It was a crazy relay to begin with I guess.

    The relay is a larger red round one just under the metal dash above your left knee while driving. Its held up under there with a clip. You can't really see it unless you get under there and look back behind the lowest metal part of the dash.
