Can you be more specific about what is meant by "AC clutch is not engaging?" I'm wondering if it makes a click, indicating that the magnetic coil as activated, but the clutch surfaces are not coming into sufficient contact to grab. I've seen this happen when the clutch has been installed incorrectly, as the tolerances are small. A missing washer in the assembly can throw the whole thing off.
I suspect the problem may be more simple, though. If the A/C system is low on R134a, then the clutch will be prevented from engaging by the low pressure cutout switch. If that's all it is, then injecting some R134a into the system should raise the internal static pressure enough to override the low pressure cutout switch and let the clutch engage.
