The thing he's talking about is called the auxiliary air pump. It sounds a little like a really smooth blender. It's located between the engine and the battery (looks like a big black coffee can laid on its side with a U-shaped hose coming out).
You will hear it come on after you started your car. IT will run for about 2 minutes. Then it will come on intermittently when you come to a stop. It makes a loud whirring sound. If it's running when you shut off the car, you will hear the whirring sound wind down as the fan inside the air pump slows to a halt.
If this is what you're hearing, it's perfectly normal. Don't worry about it.
You can confirm that this is what you're hearing by doing the following:
1. Get a friend
2. open the hood
3. have friend start the car while you stand in front
4. after the car's been running a few seconds, you will hear the airpump kick on.
5. When you can hear the pump running, have your friend shut off the car
6. You'll hear the pump slow down.
If it makes the same sound you've been hearing, you'll know it's all all good.
While you're eyeballying this pump, make sure the little rubber bushings that hold it to the bracket are intact. they have a way of going brittle, falling apart and dumping the airpump (hint: air pumps cost a lot more to replace than those bushings).
