Turn Signal Lever 120-130

My turn signal lever is hanging limp from the steering column. I pulled the steering wheel to see if I could find the problem, but the removal of the black cover on the steering column stopped my progress. From what I can see, it looks like the lever has a small tit on the steering column end of it, with the tit entering a hole between what I think are the turn signal "arms". If any of this makes sense, what holds the lever in place and how do I remove the black cover to repair what is wrong?

Is there an link to a diagram of the turn signal mechanism?
