Vacuum problem for dash vents 900 1994

I have cleaned the black & white one-way vacuum valve under the hood...it works fine. I do not hear any vacuum in the interior and have checked under the hood for bad hoses , cracks, cleaned hoses... etc.. The obd is running 1-1-1 with the Regina F.I. system.
My problem is that the vents on the dashboard open sometimes for the A/C to blow out but sometimes they do not.

    I do not know very much about the 1994 cars in particular, but on my 1992 740 the hose that supplies vacuum from the engine to the climate control system pinches off constantly and I get the same symptoms. The hose is white in color and located behind the driver's side kick panel near the gas pedal.
