Emission System and Air Filter make no sense 900

I am just wondering why we have an air filter able to filter out even cigarette smoke and then technology put burned gasses mixed with oil mist from crankcase back into the engine making a nasty pasty air mix.

If the EPA didn't mandate this then the USA air quality would be comparable to China. I personally don't like inhaling smog.
