Get your ear down on each carb and listen to the hiss, make them equal.
Then, check with your sync tool to discover how good your ear is! BENG

I used one on my PV. I found it easy to use and helpful. The car starts and runs very well.

In my estimation they are more trouble than they are worth.
With as big a balance tube as the Volvo manifolds have the synchronization
is not that critical. Mostly you just have to get them to both close and start
to open together so you can get a reasonably slow idle.

Syncronization is critical if you are using the normal methods of setting the misture by lifting the pistons at idle.

I have a Uni-syn, and I drilled a few holes in the face to use on the DCOE's. There's no blanace tubes at all on those carbs, so it's even ore critical to get the air flow even before attempting to set the idle mixture.
