Just fixed a very similar issue on a ladies car for our church yesterday. Starter was dragging, battery voltage was only 13 volts, and a sudden intermittent no start when you turned on the key. All of that was caused by a single bad ground wire, and it made contact if you used an ohmmeter.
Since your problem is between the Alt which is grounded to the block by wire from the frame to the engine block. First make sure that Ground is solid. No green, no black, and a solid crimp and connection. You can take a good heavy gauge wire from the firewall and clip it on the body of the alt and see what the voltage does when you start the engine.
Then check the ground that goes from the battery to the engine block. Same thing, no green, no black , and a shine of the contact.
You can have continuity but still not have enough of a ground path. A Ground that is tarnished or corroded does not allow enough current to flow. Sort of like having a five inch water line that goes into a one inch drain. You get flow, but are limited to the volume of the smaller drain line.
One of those two is most likely your problem.
