Ignition timing WTF

I can't figure out whats wrong with timing. All marks line up but I can't get the car to time right. The distributor is turned as far as it goes to the left(advanced). It's almost 60 deg off. And it seems like it needs more!!

Double checked the timing belt thats all perfect aligned. Confirmed TDC by checking the piston.

It seems like the cam is off time, but it all confirms to be aligned, I do not know where to go from here... Any suggestions?

    I also seem to be running rich I have a new head, timing belt, cap, rotor, plugs distributor, fpr, most vac lines and engine coolant sensor. My next step was to check connections for coolant sensor to cure rich condition

    I’m not using the marks on the belt and it’s definitely dead on. Walrus I don’t understand what you mean by “moves the wires one hole in the appropriate direction”

    Are you using the marks on the engine casing, or the painted marks on the belt? If the latter, don't trust 'em.

    Instead of turning it 60° one way, turn it 30° the other way, and then move the
    wires one hole in the appropriate direction.
