With respect, if an instrument bulb problem causes difficulty for you, an engine swap will be nearly insurmountable.
The B30 is one of the best engines that Volvo ever made, and the early manual trans 164's were the fastest accelerating cars Volvo had ever produced until the 240 Turbo. If you are unhappy with a B30 there is something seriously wrong with the engine, or it is saddled with a BW35 trans, or both.

As Eric says, it's probably the dimmer. If your 164 is 69-72 it will be on the cluster, for 73-75 it's in the center console. Use a jumper wire to bypass the rheostat. Your dash lights will always be on full brightness, but it's better than no lights.

Sometimes it is possible to clean the rheostat by turning the knob back and forth repeatedly. (50-100 times, or more) This scrapes the crud off of the resistance coil and may restore operation. Even if it doesn't work perfectly (not unusual to have it work in some positions but not others) at least you have instrument lights, and, best of all, it doesn't cost anything and you don't have to take anything apart.

    Hello,

The insturment cluster has to be pulled to change the dash illumination bulbs.

It is a common problem that the rheostat fails and since new ones are not available, you can bypass the rheostat.
