I removed the rear fender drains to clean them, and noticed that there is a drain tube on the right (passenger) side that goes through the drain grommet. However, I do not have a tube on the driver side. Is this correct, or do I have another issue to correct?

What you have found is correct, there should be a hose going through the passenger side drain only. This is the gas tank neck overflow for when you overfill the tank.
