Does anybody have a relay diagram for a 940, I'm have light trouble on the right side,running lights ect..., and the #21 fuse is blowing. Also does anybody know who to remove the front bumper struts?

Good p.m. and hope this finds you well. To do electrical troubleshooting, you'll need the wiring diagram (actually a book's worth of them) for your model/year. You can get it from www.volvotechinfo.com. Every system is shown in detail, complete with each wire, connectors (wire positions and location in the car) and each component.

Without this, you're in unmapped territory (or mapped territory, but with a GPS device that has dead batteries).

I believe the bumper shock absorbers are secured by bolts through the frame members. You access these bolts from underneath. If I recall correctly, the under-engine splash shield has to come off, so that you can see the bolts.
