TPS and emissions (NOX) 200 1989

When I first got my brick about 2 years ago, she would not pass smog. After changing the cat, cap, wires, plugs, and numerous other tune-up parts as well as cleaning out the EGR system (and smogging it 5 times) she finally passed by squeaking by with just 2 parts per million below the acceptable NOX levels (CA emissions); CO and HC levels were great. Last month, I just noticed that the TPS (throttle position sensor) had been disconnected the whole time!

So my question is, if the TPS were connected, would she have passed without any problems? Seeing that even with the TPS disconnected, she passed smog (although barely squeezing by with a relatively high NOX reading).

My '89 just failed the NOX. So I'll start with the TPS and then check the EGR system.
