I've got a 90 740 turbo, but I assume the light setup is the same. Starting in 90, I believe that front fog lights became a non-option.
Front fog lights have a green dot on the switch.
If the switch has a red dot, it is probably for the rear fog lights, and only one of them (the other side was disabled "because they were being confused with brake lights"). It will be on the driver's side and fed by a brown wire into the light bulb socket. It's the lower, innermost light. They should only come on with the headlights. They are one of the fuses along the bottom of the tray that run perpendicular to the majority of the fuses. Second from the right. Doesn't matter if the light on the switch comes on though, it won't if the fuse is blown.
You can reconnect the passenger side. There should be another identically colored brown wire in the harness that leads to the passenger side. It should be easy to reconnect it by splicing in the brown wire. Trailer light splices will allow you to connect to the existing wire without cutting it
In order to mount front fogs (I'm going to tackle this over this summer), you will need to cut the underside of the front bumper or to replace the front air-dam/valence with an earlier year (89 or older I think), AND if you go backwards on the valence, you'll need an older bumper cover or to modify the attachment system (clips).
If you've got nasty Tule/California ground-hugging fog, it might be worth it. I've decided it is.
There are mounting brackets usually required for the fogs, but I will see if I really need them before buying them. Everywhere I've seen them, they are $15 apiece.
Best of luck,
Will
