Remember that Volvo's philosophy of safe, reliable, well built cars nearly ran them into the ground close to ten years ago. Now they're under the cloud of Ford ownership. Ford would likely put an end to such a program.
Honestly, I can't argue, as I think the driving environment has changed in the last 15 years. People drive faster. More cars on the road. It's a lot more dangerous nowadays with nearly everything on the road being an SUV in some parts of the US. They had crappily handling suspensions to begin with. Now lots of them are old and scary. Volvo or not, if you get creamed by one, you're going to get creamed.
The demographic driving Volvo's is driving them different. It's all about probability. 10 years ago, a study found the 1990-1993 240 (with SRS) was the safest car on the road in terms of fatalities per number of cars registered. A hidden part of that statistic, of course, is the driver. People driving 240's were a LOT less likely to get into accidents to begin with. That's a safe bet if you're handing out money. Actually based on the study above, it was the safest bet in the auto industry at the time.
