Throttle plate correction: Call your Volvo dealer with your vin number and ask them to check and see if the fix was installed. It's a safety problem so they should know.

I don't know about that number, but I did read a bulletin which said that the screws holding the throttle plate could come loose resulting in the throttle binding. The recommended repair was to replace the throttle body.

I don't know why a person couldn't just take out the throttle body, remove and reinstall the throttle plate screws using some red Locktite.
