There is always going to be some oil that slips past the turbo bearings and into the intake plumbing. It gets worse with age. The 700/900 FAQ has a lot of good info about turbos that applies to 240Ts as well. Cleaning the throttle body every so often helps to keep it from building up where you don't want it. It isn't too bad, and requires no strange tools (an extra gasket would be some good $2 insurance). Hopefully someone will chime in with some tips to reduce the oil short of a turbo rebuild.
As for power, '83s came standard without an intercooler. I'm not sure if it was a dealer option, or something added on later (my '83 has one, and the setup is identical to the factory equiped '85). The intercooler, with accompanying raised boost, makes the car noticably quicker. Intercooled or not, the turbos feel faster than the n/a bricks. Have you driven any to compare it against? I realize this information isn't very specific, but neither one of us (I assume) has access to a dyno to get hard numbers. www.turbobricks.com has a "staged modifications" page where there is a checklist of power-related maintence items. Good luck with hunting it down...these cars are a lot of fun when running right.
