weird whistle and really heavy steering 200

So maybe there is something up with the power steering...

At town speeds (35-40) I can hear a whistle almost like a turbo, when I have my foot lightly on the throttle (accelerating increases the pitch). When I take my foot off the sound dies away.

Could this be connected to steering that is erratic, different turning right than left, with no self-centering action and now always very heavy? All this happened as soon as I got in the car today.

    Different steering between sides mean either one front wheel is aligned drastically different than the other - or (especially if this happens during parking to) the steering rack internal seal have worn such that yor can apply assist to one side of the piston, but pressure leaks past when applying from the other side. It's a common reason for rack assembly replacement.
