I've replaced more than a dozen of those screw anchors. Properly called well nuts or - there's also another name, I can't recall it offhand.
Best part is, they are NOT metric. I suspect the racks were made and installed right here in the USA. The fasteners' price - about four for a dollar.
I bought the well nuts in hardware stores and at places like Home Depot and Lowe's. In the fasteners department, where they have the little pull-out drawers with all kinds of special purpose fasteners. Some stores will have the correct size of these and some will not - accept no substitutes.
Well nut size is 1/4-20 S or S 1/4-20. If you can find an original one you will see the size stamped on the top side of the wide rubber flange.
There are other 1/4-20 well nuts that are not "S", they will not fit. The S designates the size and shape of the rubber plug. Diameter has to be correct to fit the sheet metal hole, and length needs to be correct so it fits the available space down inside the hole. Believe me, I tried some well nuts that had 1/4-20 threads but not the right plug size.
I hope you have the original screws. The heads are not any common shape; I had to file a store-bought screw to fit into the recess in the rack's mounting foot.
Attach the well nut to the rack foot with screw loosely, then set foot down onto roof. If you set the well nut into hole first and then add rack you will likely push the well nut down into the hole and lose it. DAMHIK. BTDT.
Don't ask me how I know, been there done that.
