service and check engine lights inoperative 200

My service and check engine lights are inoperative on my 93 240 wagon. My mechanic tells me the power supply for the lights are burnt out and that the circuit board for it needs to be replaced. Anyone familiar with this failor?
fyi I already tried replacing the bulbs.

You may need another instrument cluster.
If the car is tested from the Diagnostic socket under the hood, does it indicate that it has any Check Engine codes?

I'd also make certain all fuses are intact and both ends of all fuses are clean and corrosion free- as well as the fuse clips. Could be that simple, and all 240's are victims of fusebox corrosion eventually.
