You have 2 high probabilities, and it's likely the first one:
1) Bad radiator heater core
2) Clogged AC condensate drain
To fix #1, get a Haynes or Bentley shop manual, look up the procedure to remove and replace (it's pretty easy) and you can buy a new heater core from IPDusa.com or alloemvolvoparts.com or take the one you have to a radiator shop to have it recored. NAPA might also sell new or rebuilt heater cores. Be sure to replace the heater hoses and clamps, and if your car is a later model, there may be a check valve that you MUST replace (if not you can have a catastrophic engine coolant loss). That part is available from a Volvo dealer. I am 99% sure this is your problem. If the car fogs up when you start it, and/or smells like coolant this is your problem for certain.
To fix #2, again, use the shop manual, then use compressed air to blow the drain out, or just replace the hose (you can get new hose at any NAPA shop).
When you are at it, you ought to drain and replace all the coolant and replace the radiator hoses and the thermostat. It's about $40 in parts all totaled (not including the heater core), and is a very wise preventive maintenance procedure that can save you a lot of headaches coming up on the summer season.
