Power steering belt won't shut up! 200

Hello all,
I have a 86 240 sedan. I replaced all belts about 20,000 miles ago.

Recently I've had a problem with the power steering belt.
I can't seem to get it to quit squealing.
The belt has not signs of cracks or glazing.
I've re-torqued to correct deflection about 3/16 of an inch.
No matter what I do I get some sort of squeal, which goes away with belt dressing but comes back
shortly after.
Am I missing something?

Thanks for any insight.

When I look over the pulleys, both the power steering and AC compressor, the pulleys aren't in line
with each other. The PS pulley is behind the AC pulley.
I have 2 240s and the other also looks this way.
I thought it was just the way they are supposed to be.
Is this correct or should they be directly in line with each other,(bushings worn)??

    Thanks for the input

a lot of times you can think the belts are fine but if you take them off and hold it up to the sun you can see little holes in it. maybe it's just a cheap belt and time to replace it.

"...maybe it's just a cheap belt and time to replace it..."

I believe there is a difference in quality. Compare the $3.00 belt to the $13.00 belt side-by-side. Another thing I've run up against is that some of the non-Volvo specific parts houses want to sell you belts that are too narrow and therefore ride very deep in the pulley. I've got one on our 740 right now that I need to replace for that reason. (It's squeeling when cold, even though it's fairly snug.) If you look up the subject belt on the FCP Groton site, it lists the proper dimensions.

If the belt has a loud squeal especially when you increase rpm suddenly it is slipping. If it is a continuous quieter squegee sound then that is most likely caused by pulley misalignment, no amount of tension adjustment, belt dressing or belt replacement will fix it. If the pulleys are not in perfect alignment check the rubber mounting bushings for the PS pump and AC compressor which I believe is on the same belt. Those bushing get out of round over time and throw the pulley at an angle.
