Does it idle smoothly at about 900rpm? These Webers are notorious for being very picky about jetting and set up. The adjustment that gives a smooth transition when the second choke opens may need to be tweaked a bit. Perhaps the second choke isn't closing fully at low throttle positions. i.e. small amounts of pedal.
