Dealing with this problem with the wife's 2002 PT Cruiser. Replaced the PS pump (pita) and it squealed after replacement. After the air bubbles settled out it was fine. Now with the outside temps being in the low 11 degree, the pump makes noise again. Air bubbles are back again. I think it's now the rack and pinion leaking air in. No leakage anywhere of fuild. Going to flush the system tonight and replace with some Lucas Power steering conditioner. Air Bubbles Suck.
