Could both your low beam headlight bulbs be out? Doubtful, but I'd check them anyway...

Probably a relay. Not sure about 940's, but 240's have a step relay for the headlights mounted under the hood that is prone to corrosion. If 940's have one I'd start there. Then I'd move onto the headlight relay which I'm guessing is mounted under the dash somewhere. I'm sure someone with more 940 knowledge will soon chime in with a location.

Could also be a faulty high/low beam steering wheel stalk. That happened on my 240.
