Brake Lights stay on 200 1993

I may be getting closer to narrowing this brake light problem down. I read that somewhere that the white bulb holder is supposed to be on the right and the black on the left. When I was having trouble with the the lights a couple of weeks ago, I switched the black and white holders thinking one would be make better contact with the circuit board.

Could switching these two bulb holders cause the brake lights to stay on? Other than changing back to white on the right and black on the left and checking the fuze again, what other steps can I take?

Thanks
Frank
