Enging running too cold causes 'Check Engine' light? 850 1996

Where and what is the ETC? This sounds like a problem I've been having on my '97 850 GLT. The check engine light came on while driving in rapidly dropping temperatures up a mountain pass. My mechanic is stumped by the OBD-II code it is giving him. FET 251. Says he's never seen it before, and can't cross reference it in his books. Does anyone know what this code might be?
