1999 s70 remote programming - dealer only

For 1999, only the dealer or an independent with the right computer and VADIS (in a big city, possibly)? I just went through this frustrating exercise and finally ended up buying two new remotes and having the dealer program both and load the software. He charged 1/2 hr labor. Painfully expensive, even with a 10% discount coupon. Only three remotes can be programmed to work on a 1999 S70/V70.
