850 Leaking Fuel Vent Hose 850 1995

It wasn't the fuel pump gasket, it is the fuel tank vent hose? Any suggestions on getting to this hose to replace? It is the bigger of the 2 hose that attaches to the tank. It attaches lower on the tank than the top hose (small hose). If you look through the sending unit access hole, you can see where the hose attaches. There seems to be metal band on the hose at the fitting. Any idea what type of band and how to remove it?

Can this hose be replaced with the tank in position or does it need to be lowered or removed?
