Voltage

Good day.
Here's a question that might might not be as simple as it sounds...
Recently, I have had intermittent stalling issues with my 94 T5.
Other sites have suggested that it may be due to low voltage coming from
the battery. I know that I can check for 12V across the terminals, but is there another place I should check (ie: the fuel relay socket) to test for
proper voltage? Also, should the current be exactly 12VDC, or should it be slightly higher? Should I check while under ignition, or while the car is running.
Any info would be greatly appreciated!
