AC woes 850

Hi,
Not really a bid deal but my AC blows colder air when car is in transit/motion. Otherwise on a real hot day and stop and go traffic it's not that comfortable. I have to rev up gas in order for AC to blow cold air.
I bought those DIY add freon/with in line gauge things and i checked my low side port and read 45psi( real hot engine) but sometime it goes down to 25psi?
What could be the problem, should i add freon?
