850 Rain leak at drivers side cowl

Help! my '94 850 turbo wagon sprung a leak 3 weeks ago. The drivers floor board floods with water when the car is parked in the rain. Today I finally traced where the water seems to be coming in, by the hood release lever. I have a sunroof that doesn't leak at the roof anyway. The problem mostly seems to come up when the car is parked and rain is funneling to the cowl from the rooftop and windshield. It goes away when driving in the rain. I'm thinking water is coming in around the fuse box / windshield wiper arm hole. The regular drain hole doesn't seem to be plugged. Looking for help to pinpoint and fix the problem before the carpet gets funky.
