A/C Clicking on and off 850

My A/C hasn't been cold for most of the last 2 summers. I had it recharged a few years ago and it seemed to work OK for a little while. I bought a recharge kit today and went to charge it. The compressor seems to be clicking on and off every few seconds. I connected the pressure gauge that came with the kit and noticed that the gauge moved from 20-45 PSI (and back and forth) with every click. Is this typcial when the system is low on refrigerant or is it a problem with the compressor?
