2 problems- Not full boost w/ very slow acceleration.... and severe cutout, PLEASE HELP! 850 1995

Problem 1: I have a 95 850 t wagon, pretty well bone stock, but am having a problem about my acceleration, it is insanly slow till about 15mph like a pinto could take me slow, then the turbo kicks in and it gets moving but according to the turbo gauge its only going about 2/3 the way into the white, it used to go to the very edge. Also alot of my friends say they smell gas, i just read a post about the recall so im going to check that tommorow. But the trip cpu inside says my gas mileage is in the teens like 17,18? Is this an oxygen sensor, i just did a tune up. not a new oxy. sensor though. Please help i want my old acceleration back.

Problem 2: Whenever i am at lower elevation and accelerating hard well i should say harder, it cuts out, almost like the engine dies, the radio or the lights none of that dies but i lose all acceleration,and its over in a second whether or not you let off the gas, but with continued accelerating it will do it over and over again. That happens in a city of about 2500ft in elevation, i live at 5400ft. up here that does not happen, i always let the car sit and restart so i reset the computer so it gets an accurate altitude reading. I cant figure it out. I have a new fuel filter and new injector seals.
