a/c indicator blinking 850 1993

The led indicators of the a/c and the recirc. buttons blink for about 15 sec. after starting the engine, but the a/c system continues to work with cycling of the compressor /the outside temp. is not high/.
What could be the problem? Low on freon or else?
Thanks in advance for any advise.
