brakes misbehaving 850 1996

Yesterday the road conditions were pretty bad, rain which froze and snow covering the ice. On my drive home 3 of 8 times I braked, the brake pedal depressed further than usual and my car failed to slow down and I narrowly escaped an accident. I could also feel every bump in the road through the brake pedal. Could this issue be due to the road conditions or is it something more serious like the master cylinder that I need to get checked out? Thanks.
