Heater fan will not go off 850 1996

Hi, I posted a few days ago about a strange problem with my son's 96 850. His heater fan will not turn off, even with the ignition turned off and key out of the ignition, the fan still runs. Only way to stop it is to remove the fuse. I was thinking that maybe there is a problem in the ignition switch, but I would think that you should still be able to turn it off at the fan switch itself. It does have climate control if that makes a difference. Any ideas would be helpful, I have not been able to get my hand on the car yet, so I am only relaying what he has told me.
