Regulated Voltage is High - Anyone Fixed This? 850

I noticed some odd behaviour of the console lights (randomly going on and off) and even my cell phone speakerphone stopped working. Turn lights are blnking much faster than usual.
I checked voltage in the lighter socket, it is 14.5V when I start the engine, but in 10 seconds goes to 17.2V. It stays at 17.2V regardless of the load, so it looks like it is regulated, but high.
The battery is old, but working fine.
Did anyone saw this? Is this s bad alternator of some ground connections? Any idea?
