Window switch question V70-XC70 2003

Why is it necessary to pull the front window switches up twice to stop wind noise?
If I pull the window switch, up once, the window auto lifts fully like it should, but then if I pull the switch up a second time the window seems to go thru some secondary sealing function and seats in such a way as to cut down all wind noise.
The owners manual does not mention this feature (at least I found no mention of it), I also checked a friend's brand new '04 S60 and it does the same thing.
