still no heat!! new controls and resistor!!! help

automatic ECC. fan not responding, but works with other 12v source. everything else works. still produces heat and opens vents. bought new resistor pack or ballist and new climate control panel. still doesn't work. what next? all connections seem to be okay. would failing temp sensors cause the fan not to work? oh, and by the way new straight from the dealer resistor pack or ballist and working control unit from another car for sale!!!

maybe, '96 850 turbo for sale in a minute!!!!!

any help would be greatly appreciated,
