Fuel Pressure Regulator - can it get stuck in closed position?? 850

Hi

I was wondering bout the FPR, I know that it can fail in the open position allowing fuel to flow out in the vacuum lines, BUT can it also fail in the closed position?

Can it seize partially open? What would the symptoms be?

My car is 92 model on the original FPR so would renewing it make a difference?
Vernon 92 850 GLT 177,000 miles.
