I'm getting very low boost in my '94 T5. When accelerating from complete stop, the most I can get is about 2mm into the white. I took the hose off the wastegate actuator, and drove without it connected, and I could get the boost up higher much more easily. This leads me to think it is not a leak. But there is a very strange sound from the turbo when boost is reduced, like a rush of air, or something rubbing.

Any ideas why the boost is being reduced? No codes. Someone at VS suggested a bad O2 sensor, and I just want to check before forking out the big ones.
