Ignition problem, battery,safety switch? S70 1998

Hey there,

Got a 98 S70, Jan. 04, and it's been great up until now/never a problem. Wife took it out yesterday, heavy rain, remanents of Ivan. About an hour later went for an errand, would not start. Lights on, radio & all interior lights on etc. Just nothing when in position III. No clicking or anything.
This led me to believe it might be a neutral safety switch (from what I've read so far on this board).
Pushed it in the drive way and all of a sudden the key will not go further than position I. Do I now have a ignition switch problem? As well, the Volvo manual says in position I radio will work...but it doesn't.

Here was my thinking: first try some pl-100 in the ignition to see if it's just stuck. If that does't work, I guess I'm looking at getting an ignition switch?
Second, if after that it will not start a neutral switch and/or new battery? Thought on the battery was some on here have said their battery was shot, even though all interior items were functioning.

Any ideas/responses would be appreciated. Just not sure if I'm diagnosing from a-z or backwards.
