Brake swooshing noise 850 1995

I have noticed that sometimes when I depress my brake pedal there is a swooshing sound before the brake pads engage. Also there seems to be a fair amount of brake pedal travel before the brake pads engage. Would anyone know why this is happening? Does it have to do with the brake power booster or the master cylinder?
