rear calipers 400

Hi does anyone know about the handbrake operation in the rear calipers. Just failed MOT cos handbrake effort only 12%, but footbrakes work ok. Garage say that calipers prob want replacing, not just cable taking up. Is this right? are there any other remedies or adjustment?
