Cruise Control won't hold speed 850 1995

My (^(*&^ cruise control will not hold the set speed. It's like it refuses to depress the gas pedal to maintain or resume speed. When I step on the gas and go past the speed I set, it will slow down and hold the prior speed. "resume" does reset the speed but will not give the car more gas. Any little hill or change in wind will slow the car.
Before I go to the dealer, could there be a vacuum leak or a loose fitting I should be looking for? It would be nice to fix this myself. My dealer charges too much. Thanks.
