2000 V70 vents not working... V70-XC70

I have a 2000 V70 glt and the vents are not working. When I first turn the car on they will come on, briefly (3-5 sec) then quit, and then the ac off light and recirc will blink for a short period. It does not matter if AC is on or not, and it does not matter where they are set to blow. Any suggestions? Thanks, Jason
