850 GLT Fuel Pump leak 850

There's this strange fuel leak that keeps popping up. When I fill up my tank to "cut off", I notice that there's always this leak that comes from on top of the gas tank it leaks profusely. So I pulled off the fuel pump access cover(closest to the rear bumper), to check hoses and they appeared okay, but I found A LOT of standing fuel. I also noted that I was able to see the top of the fuel tank and even to the outside of the car. Is that normal? There are no broken seals that I can see. The hoses(under the cover) were saturated with fuel.
