What's that Buzz? 850

I was working on resetting the Service Light in my 1995 850T Wagon last eve. The procedure has you turn the key on to the "II" position. When I did this, I noticed a buzz/hum from under the hood. I had to get under the hood anyway to reset the service light, so I went to investigate. In the center under the hood, at the right bottom corner (closest to the front bumper) there is a black cover. Something under this cover is what is buzzing. I did notice the throttle cable is running into this cover also. Is this buzz normal? Should it shut off after a few seconds/minutes? The buzz does not stop unless I turn the key off. Everything seems fine as far as how the car runs, just never noticed a buzz like this in any of my other cars. This Volvo is new to me, have had it about a week, so just checking to see if this is normal.
