Burned up climate control 850

The ECC on my 850 wagon burned up a few months ago. I took it apart and found out that several 10 small capacitors on the larger circuit board had burned up. I replace the ECC and all was fine for about 2 months. Then the ECC burned up again, frying two capactors in the same location. Any ideas on why my car is frying these things? Could I have just gotten two ECCs that were worn out and faulty? I don't want to pay for another unit until I find out why this is happening. It seems like a fuse would blow before the ECC burned up. If I leave the blown unit plugged in, the fan will run intermittently, slowing up and speeding down when I make adjustments. Unfortunately, there is no consistent pattern to this. Any ideas?
